They say you can't buy happiness but you can buy food, so pretty close in my book. My recommendations are in no particular order. Note that I don't choose based on ambiance or the neighborhood as much as for the taste of the food itself - thus, you may find yourself in the ... lesser pretty... areas of El Paso.

This is a bar with great food. Its right next to a cemetery which is convenient for the biker brawls. Actually, it generally safe and busy.
Los Bandidos De Carlos & Mickey's

This is the place to go drink giant Margarita's and the place visitors go in order to tell others that they ate Mexican food.
La Tierra Café

This is not traditional Mexican food but it is yummy! Known for the chipotle sauce and chipotle enchiladas, though I like the spaghetti squash just as much.

A bit of traditional northern Mexican cuisine, not expensive. They have plenty of aquas frescas.
